Nope, I'd be delighted if he dropped good news. He wouldn't buy a bunch beforehand, can't see that situation arising.
Besides, more weary than complaining. Bahay has a history of 'expects by' that don't eventuate when hoped or sometimes just fade away. It seems to be a pattern. Note, although he was extremely optimistic about the CSG stuff proceeding, he also mentioned that a number of things had to fall into place. He expected more info by the AGM. It doesn't look like that's happening and I'm left wondering if things are fine-but-slow or if one of those things didn't fall into place.
One of the underlying 'truths' was that the client was keen to get this moving, that they weren't just kicking tires. Now, with the tech and planning in a good place, it begins to look like the client ain't in such a rush after all and PWN has to pursue other funding options. 100+ mill on an unimplemented tech ain't peanuts.
