Hi Doz,
I think this is the cost of needing to sell at this point in time. These share sales are being sandwiched between the company's calls on LDA. If Peter had sold straight in to the market and then a change of interest notice was released it would most likely crater the share price just as BRN are trying to raise capital. This way the market has early warning and time to digest the sales. Doesn't hurt to have a minimum price displayed, may have the effect of putting a floor under the SP.
As for the 10%, it's basically a monster brokerage fee. He might be able to use it to calculate a base cost against capital gains.
