i think they constantly assess safety, toxicity and side effects across all phases. Phase 1 though as far as i can tell is in small group of healthy volunteers. Phase 1 must be ok before moving on to testing efficacy in phase 2 and 3 trials using patients with target infection or disease. I wonder how much you need to get paid to volunteer to have experimental drugs injected into your eyeball. I heard of volunteering for medical trials in the past but never thought about it much until now.
