2 reasons
Firstly, "Under the offer each eligible shareholder may apply for up to $30,000 worth of new shares" , so they could only apply for $30k worth each according to the SPP offer, which they did.
Secondly, the SPP was for $4M with $2.4M raised leaving a gap of $1.6M. I'm sure they are very well off but I think at $533K extra each that is some pretty expensive coffee.
