I guess it's credible but why buy so many at that price? I'm sure if he bids for long enough at say 11 to 15c he'll eventually be able to buy a lot at a much cheaper price in a short period. He may also be deliberately attempting to write off a capital loss.
He, as well as all other directors bought during the rights period on Sept 3 and he bought just over 200K at 9c a share. Why buy another 500K at 20c? I have a feeling there may also be a deal with China as the China web link is still there. The company regularly updates its website.
In any case, there's something coming up soon I suspect. We'll have to wait and see.
