Very astute as usual AJLD, of course all things being equal, in a normal society, a coal company on such deadlines should be at leasting building roads and stripping scrub, however the rules here are so strict tht until all the Mining rights, water use licenses , enviro managment plans are in place, they can't lift a finger on site.

No doubt a lot of the prelim office work has been done.
