They want to issue the new shares at over $2.
Obviously, if they are selling the new shares at $2 then they will want to buy the shares available at less than $2. It is a 30-50% discount on their internal valuations.
Alternatively, they are just buying the shares to push the price up so it is easier to get their capital raising across the line. Hard to tell.
