NSE hasn't broken out, but it has moved out from under the trend line around Aug/2013.
The ST trend is still range bound, but the medium term looks to be forming the bottom of a U shaped recovery.
It remains to be seen if it will fulfill that, but they tend to be quite strong when they do kick into the uptrend after a long decline.
