They're just buying shares like the rest of us because they think they are very undervalued and they believe they will make a profit!
All the Samsung negotiations would have prevented them buying any shares since last November (they would be open to insider trading charges if the Samsung deal had gone well and they profited on information not available to the market), so they would have been watching the share price fall, unable to take advantage of it.
It's good news because they are insiders and can see things we can't - like what exactly is in the Sales Funnel and how confident the CEO is about landing new contracts, losing existing contracts etc.
Director's self interest is our friend in this case!
