Under the MOU, the Company and CCK will now progress with further discussions with an aim to formalise an investment proposition for the Stage 2 funding.

It seems to me that the market is FULLY informed of what AGY is CURRENTLY doing and no one has any inside information.
Just because no one reads the release, isn't AGYs fault.
They CLEARLY state big news is coming...not with one Chinese but, others. Plus not just stage 2 but, stage 3!!
AGY is undervalued and the insiders are just picking up discounted shares on the market.
