As a case study, perhaps have a look at TiO2 nano materials.
Something that's been used for quite a while.
There's a lot of background in this..
TiO2 is for all intents and purposes inert.. but it still hasn't been proven that nano-TiO2 does not to cause harm... These things are meant to come down to burden of proof... and it can be a timely process to convince people.. if the evidence is there and available.
But anyway.. the key term is really Burden of Proof
