Well, a director buying means that something is on the way. The fact that it might not be tomorrow is a factor to be considered. The buying that is going on as you posted this also means that something is going on; the only question is will you see the signal to get in and profit sufficiently.
In other words, it is "not just a shell" although we don't know exactly what is going on and when we can profit from it.
