If PC released an announcement each month telling us the sort of stuff he told you the SP would still be up nearer the 10c mark. It's the silence and consequent panic that sets in that drives the SP down.
Now ask yourself this. If what I just said is correct, why would the company not release those announcements, keep the SP higher, then have a CR at a higher rate and raise more cash?
