I tend to agree with you, however, they just can't keep mining anywhere they like. They have to have a plan and all the approvals in place along with a very strong possibility of profitability. The company would be roundly criticised if they continued mining and actually lost money. Until they restart mining, the only news that will move this stock is a very good vanadium result or an outstanding gold result. Patience grasshopper.
