Directors cannot buy/sell shares at any time. They have to do it within the company policy window (without checking I won't know what that is) and then there is the ASX ruling window.
They certainly couldn't do it if there are news which they are privy to coming out, like drilling results. So if you have to consider all that, the window could be very small.
But, regardless, the end result is that he did inject some $ into PCL.
