Why's he buying? Because it's cheap. Even a really pessimistic cashflow forecast for KI gets you an NPV of $1+. Here's one of mine from an earlier post:

Does he know something we don't? It's doubtful he's wilfully disregarding the ASX rules, but insider buys are never a bad sign. He can smell the wind with his nose out front there...
