He won't buy on market. A free carrier on a wage paid by shareholders? The bloke hasn't bought into the company, hasn't bought into self belief and won't accrue any loss due to under performance. He'll most likely flog the last 10 mil of them after a few underwhelming announcements in desperation to get the price up before bolting for the door.
