If you read the notice carefully you will discover that they are options given to a director in the company. He hasn't had to pay for them at this stage and he certainly has not exercised them. If you read the note on the second page with the heading Nature of Change you will see that they have been issued as part of the deals that were approved by shareholders at the recent AGM.
So nothing to get excited about.
