were they performing rights issue?.... if so usually issued free ie non cash.... and then he can sell them to how ever, ie disposed of?
doesn't show much confidence if sold, but we don't know the circumstance of the need to sell... sometimes, if a CEO is given shares- they have to pay tax on it, so will sell some to offset the tax.
