That statement is not true. He may be confident but not certain. Therefore there is logic in him hedging his bet particularly if his SYA holding represents a substantial portion of his wealth. Having said that I agree it's not a good look.
Assuming they lose the bid it seems to me that they will have a role to play with NAL. The company has stated that to make NAL viable their spod is required for blending. I have not seen this disputed. If correct then surely the successful bidder will be knocking on our door the next day. And would they not need us more than we need them? So whatever the result next week I this has a long way to plat out.
