I don't recall him promising anything, maybe at the best over exuberant with the prospects of finding a mineable resource. One thing you can't accuse him of is milking the everyday mum and dad punter. No pumped up CR with the big players like Creasy and IGO more than happy to stump up large amounts of cash at much higher prices than currently when approached, or did they approach the Fox? Am not sure that the Fox would have the canny ability to put one over Creasy.
Am not sure whether you are qualified to assess his ability to finance purchases, for all you know he may well have borrowed from others.
