If I were the ceo of a failing company that could issue a statement to make it appear as though I was confident in my company by purchasing cheap stock with pocket change from my own grotesqueley high salary, then yes I would also do the same.
Its a weak signal, and it certainly doesn't reflect confidence to me. Confidence to me with a 6 figure plus salary would be a sizeable investment. At least, wouldn't that be better?
