I understand the frustration of the SH group, I'm not sure its fair to hang management out to dry due to an approval outside their control. Put it simply they as every manager does provides their best expected milestone (with some contingency), this may likely lapse, as again timelines in any project often push to the right. This was indicated in their last ANN, though I'm completely optimistic of AZL, the one liner: BLM screams uncertainty.

Cool the jets, except it will land when it does, and if it doesn't we are holding a donkey, however we are ALL holding because of our belief in the companies direction.
