$5,000 obviously isn't a lot and hardly seems worth the effort so I assume he desperately needs the money for some reason. It does seems odd, but probably not a big deal or a sign of his lack of confidence in AHQ.
Anyway, access to the Javelin finance makes the prospects of a near-term CR less likely.
