no it’s definitely a sign of confidence, anyone can buy when the share price is on a roll and blitzing ahead. There is not much risk in those times. But with the current state of the economy and all the bearish factors across the wider market right, throwing cash in the ring has a lot more risk. However the reward is definitely great if you have the confidence in company fundamentals. Which they seem to do! I topped up more after seeing this move by management!
