Yes the costs in the 2018 table do include royalties but you'll find that WA have increased the royalty rate since 2018, currently its 7.5% for WA state royalty but can't tell you what it was in 2018. The indigenous royalty is currently 2.25% but can't tell you when it initially kicked-in.
So the cash operating costs in the March quarter were $55mil - you would have to add at least $2mil to that for additional tug boat costs in the Jun quarter(9 ships in Mar qtr v 15 ships in Jun qtr) - more employees in the processing/crushing plant in the June qtr as it was fully operational for most of this quarter - and I think they will run the mobile processing units for most if not all of the June qtr.
When they say in the March quarterly report that 'Cash Operating Costs are expected to reduce in the June quarter' I believe they are talking about the unit cash operating cost of $84/wmt and not the overall costs of $55mil. I'll stick to my estimate of $72mil for total cash operating costs for the June qtr.
