    Over time you would expect directors to buy SOME shares, if the share price is in a good spot.
    If the share price is probably going to drop because the directors have work to do in turning the company around, why would they buy and lose money. They would hold off while the share price dropped and buy when they thought it had hit rock bottom. Who would buy shares in a company that were overpriced, had a long way to fall, and then take the right actions to make yourself lose a lot of money.
    Better wait till the directors buy and take it as a signal the price has dropped to almost the bottom - and that could be a while.
