No, you are right it is a positive signal even if it is a very minor one.
The other thing to note is that his incentive scheme targets are very, very ambitious. The minimum SP that needs to be achieved for any payout is 35c, which I'd say is more or less impossible.
Perhaps he's realised this and decided that he's better off with a holding that grows in value if he performs.
