I would say this is fairly insignificant volume off of lows. The stock is just extremely illiquid. My guess is that they need about 1-2 mil to complete the PFS, so someone's manipulating the price to either CR or there's a leaky ship and they have a funding partner or another funding solution. Previous SPP was a dud and at 6.9c we're still ~15% less than the raise price.
