correct, its australian takeover law..pretty much stopping a hostile takeover happening overnight...once a party/holder has accumulated >19% they are only allowed to increase per the 3% you quote above.
if they wanted to buy >3% they would need to lodge a formal takeover offer i believe to accumulate >3%
