Good question. I thought permitting would be at least streamlined, but I forgot that permitting has already been approved. I looked for timelines in their last presentation and found this.
I don't know if the first bullet point has been completed; however, it looks like they are not waiting for the last bullet point to be completed either - unless of course, number three is already in the bag.
