I have no idea what this means (sounds interesting though)
Anyway, I agree with all that stuff about needing a suitable interface to represent us to management. Also agree a light touch approach is best
I don't think any of this needs to be over-engineered. Can approach it from a cost benefit perspective. It won't require much effort / time to do a stocktake of who's who and who has what. We can then introduce ourselves to management and see if we can establish an informal 'no-pressure' type of working relationship. Occasional briefings, telephone conversations to have our views heard, etc.
Nothing too ambitious but all beneficial and achieved without too much fuss or expectation.
