I imagine its Blackrock. There was some communication, Blackrock accept. Some Blackrock investors do not want to accept. IAF created so BR could put all their shares in the OZL pot. A few months communicating with the holders and the figures are in as to who wants to hold and who will accept. Most likely BR withdrew that %. One possible scenario.
