It's not hard to understand Trump's motive when looking at the example below. The problem with the plan would be that drug R&D would fall off a cliff if drug companies can't recoup R&D costs by charging high prices at least for a number of years. I'm guessing that if Trump's plan is successful, the end result can only be less discounting in the countries that pay much less and pricing somewhere in between the top and bottom prices for everyone.
