Chug, I'm not an expert but my understanding is, that there's no point anyone holding on to a minority stake. RMS could determine no dividend is ever paid, and any profits may retained by the RMS shareholders, making the target's shares valueless. There is no point buying them either, so they become totally illiquid, until they get unlisted. I think the 90% level is there for the protection of the dormant small Breaker holders who will passively get transferred RMS shares instead. The deadline is a warning to act, and RMS don't gain anything, as far as I see, by extending it.
