Timing seems appropriate to me. Management re-shuffle, these guys grab the wheel, up until now paid subsistence wages (by the standards of the day) ...
So when's good timing? Waiting for the share price to zoom? Hardly. That would amount to piecework. What proportion of your salary do you prefer as cash vs results-based bonus?
