I don't think it's unreasonable that they shifted their salaries to reflect market rates, given they have: experience in the industry, proven value in the two years that they were receiving discounted salaries, and foresee progress by Q3 with permitting.
Any sensible investor would understand there must be some reasonable incentives for management, beyond stock interest, if they wish to have retain competent individuals.
I don't think it's unreasonable that they shifted their salaries...
