It was 80-90% done, just needing a bank integration (possibly done) and suitable regulatory situation (not happened as of yet). I guess people had reasonably good hopes for it, and there's likely there's $1m+ CAPEX burned there, if it is never released.
The Binance news though wasn't terrible to me. Binance didn't get 'shut down' by the government, just their 'alternative products' did, whatever that means - leverage, 'earn' etc. But their regular buy/sell crypto seems unchanged.
