Notwithstanding, brokers are responsible (see the market integrity rules) for not letting manipulative order flow, through their trading platforms, and into the ASX/CBOE markets. So if a broker lets manipulative orders enter the market from one of their algo/HFT clients, then that broker is responsible and is likely to have breached the market integrity rules.

I think your real gripe here is that algo/HFT is unethical because the big boys bully the little guys like us and the exchanges/regulators do nothing about that! I agree with you on this!
