Look up Utilitas and its much vaunted Bundaberg Biohub that was planned to be established in a disused sewerage treatment facility there but has gone nowhere.
The last that happened was a piece of fluff announcement that some crypto currency mining company was thinking of moving in there, which should give you an idea in how successful they were in convincing mainstream businesses and finance it was a viable proposition.
