It is a 14m transfer of CDIs reducing the amount of CDIs available for trading on the ASX, and making them available for trading on the LSE AIM and JSE markets.

I presume a broker will have bought this stock on market on the ASX (or previously held it, or be acting on behalf of a client who holds) and will now sell it at some point into those other markets.

I guess this is simply moving stock to where there is perceived higher demand for volume in trading. Maybe providing stock to clients in those markets via off market trades, on the JSE or AIM, or intending to sell there on market.
