Anyone can hold more than 20%, just needs to declare to the ASX their intention. I held at one time 27% of CHK, filled out a form and end of the story. Unlikely they will use the full facility. Hopper got many options of getting finance for CHM. An IMU t/o, an IMU loan, a CR, investing personal funds or even I could help out if asked.
