What's your problem if the West started getting Dy/Tb from Makuutu or other Ionic Clay deposits like MEI and VMM, Pensana can't supply any Dy/Tb and other hard rock REEs have hardly any HREEs all are LREEs.
44,000kg/pa of Dy and 7,000kg/pa of Tb Oxides are better than nothing
