No, your entitlement is based on the number of shares you held on the record date, hence the scale back is not related to the number of shares applied for.
There will be some shareholders who won’t receive their calculated entitlement because they applied for a lesser amount. There will also be some shareholders who won’t receive their calculated entitlement because it’s capped at $30k.
In both those cases the additional shares goes back into the pool to be shared by the balance of shareholders but based on a pro rata of their holdings on the record date.
