The broker and/or individual gets a massive fine for market manipulation.
I reckon they are working to accumulate lower (maybe as part of a syndicate) having already sold lots of stock much higher.
When the time is right they will most likely stop capping and let the share price rise very quickly upwards.
If there was 20+ million shares on the ask at 2.4 for most of today and they couldn't get the 2.3 bid line to fall I doubt there's much more supply to get shaken out. They are playing on weak retail hands and trying to rinse people out as low as possible IMO.
