the grade discount got smaller or decreased. ie they got closer to full price for their ore than usual.
When steel mills are struggling to stay open because staying open and running at a slight loss is better than closing down the mill altogether (they still need cash to pay loans) using cheap ore is better than expensive ore. or so i understand.
