The ASX announcement was only a positive, clearly outlining that there is significant expansion potential over and above the previous FS.
The note to shareholders is opening up communication, and part of rebuilding faith in management. In any case, it isn't an ASX requirement nor a formal announcement. It is an additional email/note to holders which they have taken upon themselves to do as additional engagement.

IBG is looking better now than it has for years, the new board appears serious and competent to give this a real shot of getting this project up.
