    Research the Pareto Principle. Capitalist economies are framed on that principle - the smart money (20%) are profiting off the "relative" stupidity of the dumb money (80%). Dumb money continues to stay dumb, and vice versa. Hence the ratio remains stable.

    You cant legislate against stupidity, Lemmings for tea, anyone?
