I'm a bit puzzled by that lift this morning on the NZX. I think this announcement merely continues the cloud of uncertainty until there is a definite answer. Management are cautiously optimistic that all the information that they have supplied plus representations by people/companies they deal with will bear fruit and there will be a positive outcome. We can but hope at this stage.
