Fair assessment, you would hope some sort / form of agreement can be reached to progress the mine.
IMO, DRC may be corrupt to the core, but they do see problem ahead for the project if it is mainly run and manage by AVZ (as majority holder) as its lack expertise and experience of constructing a mine, bunch of lawyers and slick marketing gurus are not going to cut it, (who is the Nev Power in AVZ [operation guy responsible for the development of FMG 's billion $ mine], where A. Forest managed the business and marketing side) It is simply a massive challenges and huge risk to get the billion mine up and running. Top notch operation guy is hard to find.
Up to date, the work imminent is way over use by the BOD, any time line put forward by the BOD means jacks pooo.
The next major issue for AVZ is funding, the cost of construction will probably balloon to at least between US$800 m to $900 m as mentioned by NF in recent briefing that the old costing is way out and required to be revised.
Other issue that AVZ need to address is the hydro power saga, which currently is floating in la la land.
So it is long, long road ahead and many big hurdles to clear before construction can commence, at this stage of the game, I reckon if everything fall into place, and with lots of luck production won't happen at least until 2027
